Oregon Employers say Vacant Jobs Hard to Fill

      Despite a 7.8 percent unemployment rate, Oregon employers are saying that many jobs are hard to fill.
      The Oregon Employment Department wanted to find out why exactly.
       NBC 5's RaeAnn Christensen tells us what they found out.
