A bill that would ground instate tuition hikes could soon be a reality for some Oregon universities.

The first draft of the bill would prohibit some Oregon Universities from raising tuition by more than 5 percent per year.

Local governing boards would be set up by the legislation with limited control over the school and tuition changes.

No word yet on when lawmakers will vote on the bill.
