One resident in a Phoenix community is using a trap to capture neighborhood cats.
Under a city ordinance the method of capturing cats is legal as long as their basic needs are met.
Residents in this community feel the the neighbor is not obeying by the rules.
The city council is holding a meeting on Monday August 20th, at 6:30PM to discuss the issue of cats in the community.
