Oregon Governor John Kitzhaber and his Education Team are taking a big step to change education in Oregon.
The team wants the Legislature to require every school district and community college to sign a yearly "achievement compact"-- spelling out key results the school will try to deliver.
Meanwhile-- the state's Powerful Teachers Union worries that the compacts may rely too much on standardized test scores to judge school success.
