New Developments in Eagle Point Death

Carol Kidder stands by her account of what she says happened to her son, 44 year old Scott Chappell Tuesday night.

"They killed him. I don't care what the hospital or anyone else says," said Carol Kidder, fighting back tears.

Chappell died shortly after a struggle with Eagle Point Police.

County investigators say he died while being transported in an ambulance.

" We are looking into the events and making sure everyone was following all of the protocol and making sure they did everything they should have done, " explained Andrea Carlson, Public Information Officer with the Jackson County's Sheriff's Office.

Family members of Chappell say he was killed inside his home on Little Butte Drive.

"They threw him down on the floor and I think about four people were on top of him with his hands behind is back and I think it just constricted him.  He couldn't breathe," said Ronda Chappell, the victim's younger sister.  "He was tased and then he couldn't breathe as they had him down and I think the lady tased him."

NBC 5 News spoke with Eagle Point Police. They said there were only two officers on scene but there were emergency medical technicians as well.

Officials say Chappell was in a drug induced state at the time of the incident.

They say officers had no choice but to use force and taser the man.

Chappell's mother told us her son suffered from post traumatic stress disorder and anxiety as result of his military service.

But that's not all. We checked with the county court and found Chappell faced charges for resisting arrest, possession of meth, disorderly conduct, and assault of a public safety officer.

The conflicting accounts aren't adding up.  Now, the Jackson County Sheriff's office is charged with investigating the case.
