Ashland electric rates to rise

In Ashland this morning, electricity will cost more starting November first. The city council voted in a 5-point-3 percent rate hike,bringing the average monthly bill to around 72-dollars.
    The city also approved a plan to manage a 100-thousand dollar grant given to access and
"Options for Homeless Residents of Ashland", or OH-RA, to create a homeless outreach center.
