Lawmakers will return to Salem today for a Special Session with Governor Kitzhaber on Oregon's budget.
On the table: banning city and county governments from regulating their own GMO-free seeds and crops.

The plan also calls for a reduction in the annual inflation increases in pension checks for retired government workers.

It would increase taxes on some businesses and individuals, while decreasing taxes for some small  businesses.
