New York, N.Y. – Police are investigating after a banner reading “REFUGEES WELCOME” was unfurled at the base of the Statue of Liberty on Tuesday.

NBC New York reports the 3 foot by 20 foot banner was attached by a nylon rope to the wall of a public observation post.

The Nation Park Service said attaching banners to national monuments is prohibited, and police are working to identify those responsible.

The banner comes in the wake of the Trump administration’s announcement that the Department of Homeland Security will begin enforcing more immigration laws.
