Trevor Emptage is scheduled for an afternoon arraignment in a Jackson County Courtroom on Wednesday.
Emptage, a foster parent is accused of holding a one-year old in scalding hot water– causing 1st and 2nd degree burns below the waist.
This, after the baby defecated in the tub during a bath in his white city home.
