Police arrest sex offender, investigate possible other victims

Medford, Ore. — A man is in jail tonight after police said he video taped a girl changing in an Old Navy dressing room in Medford.

Medford Police Lieutenant Mike Budreau said 55-year-old David Reynolds used his cell phone to film the 18-year-old girl. She confronted him when she saw the phone sticking out from underneath the changing room partition. Reynolds was arrested Tuesday. This isn’t his first encounter with police.

Reynolds is a registered sex offender who’s been in and out of jail several times over the past five years for victimizing women in public places.

“It’s safe to say he’s not going to stop committing these offenses,” Budreau said. “The best place for him is jail or prison it’s just a matter of getting him there and keeping him there.”

Budreau said they first arrested Reynolds in 2010 after he held a mirror to look up a woman’s skirt. He’s been arrested multiple times since for rubbing up on women and acting like it was an accident. All Reynold’s charges are misdemeanors, which is why Budreau says he’s been arrested and released so many times.

“He’s off the streets for now. Hopefully we can identify more victims to get more charges, but again he will get out eventually and as we’ve seen before he is not going to change what he does,” Budreau said.

Budreau said forensic technicians have Reynold’s cell phone and are investigating the possibility more victims are out there. And since Reynolds never seems to be behind bars for long Budreau said awareness is the best defense.
