Suspected cop impersonator, rapist arrested in Vancouver, Washington

1206-shannon-w-stoverVancouver, Wash. – A man accused of impersonating an officer in an attempt to kidnap a woman was arrested by Vancouver, Washington police on Saturday.

Portland NBC affiliate KGW reports 46-year old Shannon W. Stover was arrested for kidnapping, rape and other charges after police served a search warrant at a residence in the 14600 block of SE 8th St. in Vancouver.

According to police, Stover was sought as a suspect for a fake-cop incident as well as a separate incident that occurred the day before.

In one incident, police said Stover allegedly used a vehicle that was equipped with flashing lights to pull over another car. He then pulled a woman out of the car, handcuffed her and put her inside his vehicle.

During a court appearance, a prosecuting attorney accused Stover of blindfolding a separate woman, taking her back to his home, then raping her while he recorded it. The prosecutor also said he believed Stover has at the very least tried to do this to other woman, including one who got away after she was tasered by Stover.

Video recordings allegedly made by Stover could help police find more victims.

“They located what they believe was a recording studio at his garage. We believe there’s potentially video of potential crimes, on those in the recording studio,” said prosecutor Patrick Robinson. “He was potentially taking females back to his recording studio. We believe there are potentially videos of the rape at the recording studio.”

Stover remains behind bars at the Clark County Jail on multiple charges, including an outstanding felony warrant, unlawful possession of a firearm, kidnapping, and two counts of rape.
