(NBC News)Militants have ordered all females in and around Iraq’s northern city of Mosul to undergo genital mutilation, the U.N. said Thursday. The Islamic of Iraq and al-Sham (ISIS) issued the “fatwa,” which would affect 4 million women and girls, according to the U.N. ISIS — which also calls itself Islamic State — has declared a caliphate stretching from Syria into Iraq after rampaging through the north and west of the country.
